Community!  It sounds like you are doing great work.&#60;br /&#62;

In Salt Lake City, we have also used the League of American &#60;br /&#62;
Bicyclists Bike Friendly City program to make SLC a better biking &#60;br /&#62;
city.&#60;br /&#62;
&#60;br /&#62;
One of the methods we used was a retreat and brainstorming session &#60;br /&#62;
where we listed all sorts of ideas from small to big. We did this &#60;br /&#62;
both in person, and with Google Docs.&#60;br /&#62;
&#60;br /&#62;
I have duplicated the doc we used and deleted some of the SLC &#60;br /&#62;
specific info. You may find this a useful tool.&#60;br /&#62;
&#60;br /&#62;
There are 8 tabs along the bottom - the 5 E's of LAB, and a couple of others.&#60;br /&#62;

This post to the bicycledriving list provides a link to a ODOT document explaining how to bike through a multilane roundabout.  In spite of the complicated looking first impression, they continue to emphasize the important point: &#38;quot;Ride in the middle of the lane.&#38;quot;  The second link, addresses the problems for blind pedestrians that some claim are not adequately addressed in roundabout design standards.&#60;br /&#62;

I was chided on another list last night for confusing &#38;quot;roundabout&#38;quot; and &#38;quot;traffic circle&#38;quot;.  According to the planners and engineers, a traffic circle is what we have on the north side of Lundstrom Park in Logan.  But a &#38;quot;modern roundabout&#38;quot; is characterized by &#38;quot;splitter islands&#38;quot; and yield lines in the approaches as well as a lack of bike lanes in the circle.  The lack of splitter islands approaching the circle by Lundstrom Park is what allows motorists to make the illegal but generally successful left turn shortcut.&#60;br /&#62;

		 <title> Cache Air Quality Control Strategies from Utah DEQ

&#60;DIV&#62;FYI, Attached is copy of the list of air quality &#34;control strategies&#34; that the Utah Department of Environmental Quality (UDEQ) is proposing (as a possible mix) of solutions to bring Cache County's air quality&#38;nbsp;within federal standards by sometime before 2019 as required by law.&#38;nbsp; They have&#38;nbsp;modeled these various &#34;baskets&#34; of solutions and have determined that,&#38;nbsp;if implemented, they&#38;nbsp; estimate it would reduce emissions enough to bring Cache County within the federal air quality standard by the required time frame.&#38;nbsp; They also&#38;nbsp;indicated at the December 2nd Cache Air Quality Workgroup meeting that this list was a result of&#38;nbsp;the UDEQ's&#38;nbsp;technical analysis and the feedback they got from workgroup members involvement of their various &#34;constituencies&#34;. see: &#60;A href=&#34;http://www.airquality.utah.gov/Public-Interest/Current-Issues/pm2.5/workgroupmembers.html&#34;&#62;http://www.airquality.utah.gov/Public-Interest/Current-Issues/pm2.5/workgroupmembers.html&#60;/A&#62;&#60;/DIV&#62;

&#60;DIV&#62;They have made it clear that this is not a final list. At the workgroup meeting on December 2nd the lists were discussed and UDEQ got some facilitated group feedback. They also intend to solicit individual comments from Workgroup members (and by extension the constituency they represent) &#38;nbsp;prior to another meeting scheduled early next year. This is likely where the proposal will become more definitive and be much closer to inclusion in the State Implementation Plan (SIP) for Cache as required by EPA. &#60;/DIV&#62;
&#60;DIV&#62;&#38;nbsp;&#60;/DIV&#62;
&#60;DIV&#62;On the mobile-source side of things, the UDEQ committed&#38;nbsp;to analyze&#38;nbsp;the results of&#38;nbsp;including all the other strategies and then testing the &#34;attainment&#34;&#38;nbsp; target with and without a vehicle emission inspection and maintenance program. &#60;/DIV&#62;
&#60;DIV&#62;&#38;nbsp;&#60;/DIV&#62;
&#60;DIV&#62;Hopefully we can have the results of this analysis it time for our January CMPO Board meeting. This meeting is scheduled for January 16th @ 5:00 PM in the&#38;nbsp;Multipurpose room of the County admin building. For those that attended the last CMPO meeting, you will recall the possibility was discussed of amending the CMPO&#38;nbsp;Transportation Improvement Program to&#38;nbsp;allocate CMAQ funds&#38;nbsp;to be used by the Bear River Health Department to start to work on developing the parameters of a vehicle emission testing program. As also discussed, this&#38;nbsp;presents a challenge until we know for sure what UDEQ is requiring. &#60;/DIV&#62;
&#60;DIV&#62;&#38;nbsp;&#60;/DIV&#62;
&#60;DIV&#62;As you look at the list, like me, you may find it is difficult to understand all the elements of the proposal let alone how difficult or costly they may be to implement. It is also difficult to understand how the various strategies&#38;nbsp;may impact a particular industry sector or group. We will need to investigate this over the coarse of the next couple of months so we can make the best informed comments.&#38;nbsp; I will keep you posted.&#38;nbsp; While this list is not final, it is significant because it indicates where the Utah DEQ might be headed in terms of what they are looking for in&#38;nbsp;local partnership solutions. &#60;/DIV&#62;

&#60;DIV&#62;&#38;nbsp;&#60;/DIV&#62;
&#60;DIV&#62;We have been seeing some email spamming activity that&#38;nbsp;appearances suggest a connection with the&#38;nbsp;BPAC listserv. It does not seem to be comming through the listserve. One must be subscribed in order to be eligible to post. Also, if it were comming through the listserve it would have the customary [bpac] appended to the subject line. &#60;/DIV&#62;
&#60;DIV&#62;&#38;nbsp;&#60;/DIV&#62;
&#60;DIV&#62;The spam messages do not have this profile. However some of the spam messages seem to grab some text that makes it seem to come from the list serve. This is know as email &#34;spoofing&#34;. The spam actually seems to originate in Brazil.&#38;nbsp; It is hard to track down the origin of the mischief. It could be someone that is subscribed to the list that has had their email system compromised and it is keying off the content in their system. It hard to know.&#60;/DIV&#62;
&#60;DIV&#62;&#38;nbsp;&#60;/DIV&#62;
&#60;DIV&#62;I am working with the ISP to make sure the list serve has not been compromised. You could help me by letting me know if you get any spam messages that seem to have BPAC listserv connection.&#38;nbsp;As&#38;nbsp;with all unidentified spam, &#38;nbsp;If you do receive any of these messages proceed with caution and do not open any attachments. &#60;/DIV&#62;

Congratulations on your recent Honorable Mention as Bike Friendly &#60;br /&#62;
Community!  It sounds like you are doing great work.&#60;br /&#62;
&#60;br /&#62;
In Salt Lake City, we have also used the League of American &#60;br /&#62;
Bicyclists Bike Friendly City program to make SLC a better biking &#60;br /&#62;
city.&#60;br /&#62;
&#60;br /&#62;
One of the methods we used was a retreat and brainstorming session &#60;br /&#62;
where we listed all sorts of ideas from small to big. We did this &#60;br /&#62;
both in person, and with Google Docs.&#60;br /&#62;
&#60;br /&#62;
I have duplicated the doc we used and deleted some of the SLC &#60;br /&#62;
specific info. You may find this a useful tool.&#60;br /&#62;
&#60;br /&#62;
There are 8 tabs along the bottom - the 5 E's of LAB, and a couple of others.&#60;br /&#62;
&#60;br /&#62;
Please feel free to use this, change it, edit it, etc. to brainstorm for Logan.&#60;br /&#62;
