We are attempting to identify the cities and counties in Utah that use a TDR (Transfer of Development Rights) or similar program to regulate land use. 
 
Do you have a TDR program or a Transfer of Density/Incentive program?
 
Have you enacted an ordinance spelling out the process?
 
Have you actually used it?
