UDOT and the cities of North Logan and Hyde Park have re-started an environmental impact study for 200 East from 1400 North in North Logan to 3700 North in Hyde Park. The results of the study will be published in an Environmental Impact Statement (EIS) .

The study is intended to identify an alternative transportation route to Main Street (U.S. 91) to accommodate growing traffic demands. The EIS study will re-evaluate previous environmental work and determine the next steps to produce a final EIS. UDOT and its consultant, Lochner Engineering, plan to complete the study process by the end of 2010. Once the EIS is complete and funds are available, the project may advance into design, right of way acquisition, and construction.

The EIS study will consider resources such as land use, traffic forecasts, historical and recreational properties, local priorities, and public comment in determining the best solution for 200 East.

Public Involvement

The 200 East public involvement effort will pick up where the previous study left off. Open houses in 2004 and a public hearing in 2007 created interest and expectations in the community for improvements to the area’s north-south transportation system. The project team will continue to engage the community in regard to this project.

The 200 East community outreach program will reconnect with the cities of North Logan and Hyde Park, as well as the Cache County Independent School District, Utah State University’s Innovation Campus and the Eccles Ice Arena.

Many people provided comments on the draft EIS published in 2007 and at the 2007 public hearing and those comments will be considered as the project moves forward. Project team members will re-engage specifically the 200 East neighborhood (2500 N. to 2700 N.), which also made comments during the previous study.

The study team will reestablish stakeholder groups to address specific study issues. Stakeholder working groups will consist of key residential, business, agency, and city representatives assembled to discuss project issues and collaborate on building consensus.

The team will take into account the dynamics of the North Logan/Hyde Park area, where land use patterns are changing. Many properties, historically agricultural, are being converted into residential and commercial property.

Careful attention will be given to adjacent property owners, potential business relocations, noise issues, wetlands impacts and historic properties, all of which apply to the 200 East EIS study.
